Scalable video coding (SVC) was developed by the Joint Video Team (JVT) of ISO/IEC MPEG &4 L8 P$ t4 @6 `+ [
ITU-T VCEG in a standardization project completed in October 2007. The SVC enhancement of  A' T( S1 o' G# W3 d
the AVC core design includes the specification of three scalable profiles (the Scalable Baseline,
. }, X2 P5 _/ `& _Scalable High, and Scalable High Intra profiles). It enables the construction of SVC bitstreams that) c$ i' c4 f4 r2 R8 H
contain reduced bit rate substreams. The substreams can be extracted from the complete bitstream,
: ]) \; h& J' z1 Gthereby providing scalability in terms of bit rate, decoding complexity, and frame rate, spatial
  j, U' L: u! P: E/ a( X$ kresolution, or quality. In typical cases, one or more of the substreams of the SVC bitstream will be
2 I6 P0 i' S& f1 X& ^fully compatible with ordinary AVC decoders. Frame rate scalability (also known as temporal

than the overall bitstream in terms of time or spatial resolution. Quality scalability refers to the
